{"id":885,"date":"2026-05-26T19:33:00","date_gmt":"2026-05-26T19:33:00","guid":{"rendered":"https:\/\/drouki.com\/?p=885"},"modified":"2026-05-26T19:33:00","modified_gmt":"2026-05-26T19:33:00","slug":"first-call-shaker-heights-to-temporarily-oversee-mental-health-response-program","status":"publish","type":"post","link":"https:\/\/drouki.com\/?p=885","title":{"rendered":"First call: Shaker Heights to &#8216;temporarily&#8217; oversee mental health response program"},"content":{"rendered":"<p><\/p>\n<div data-mrf-recirculation=\"ct_article_links\">\n<p class=\"article__paragraph article__paragraph--left\" id=\"5NDGRFG7SVANLBAT7JLG5I7FWQ\">SHAKER HEIGHTS, Ohio &#8212; A promising community mental health crisis response program is expected to expand, with the city of Shaker Heights taking over management duties, at least temporarily.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DXU33L4QVVEVNBY24VVZZJGKYA\">Just over two years ago, the First CALL (Crisis Assistance and Community Engagement) initiative expanded from a successful local pilot to the five cities served by the Heights-Hillcrest Regional Command Center.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FIEUXPZF7JEABBRHSOZMVGW34M\">The program sends a social worker or other qualified professional to the police or fire department and may only provide follow-up mental health counseling.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TKZGI5RBD5GPHMAKNAUB4VUJLY\">Shaker Heights, Cleveland Heights, Richmond Heights, South Euclid and University Heights are already participating, and First CALL initially contracted with Recovery Resources to provide five on-site staff.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YWFVGZJBERE5ZJ2BUQGB27YU3A\">The program continues to be funded primarily by grants, but reached an impasse last fall when Recovery Resources announced it would be disbanding as a nonprofit organization.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7HQRXUZPFFHGHG6SECCGQRXGNQ\">&#8220;This puts us in a situation where we have to find a new partner to hire these employees,&#8221; Shaker Heights Chief Administrative Officer Matt Carroll told the City Council during a May 11 work session.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5D3FLUJ72ZFVBAZDOYWVDSNZOM\">First CALL program coordinator Annette Wallace already works in Shaker Heights, and the city continues to play a key role in operating the Alternative Crisis Response Team.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VOCIQV7S5BA6JPVA2FJWGINHKU\">\u201cWe have pursued a number of avenues, but in the short term we will need to employ the remaining people as Shaker City employees,\u201d Carroll said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"55WZXYY37JHVDDA2KEUBZRT6HE\">There is no additional cost to the City, and no administrative fees apply to anyone else at this time.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZPJYI26ZLJHH3HBI2PKX2H7CDU\">Grants are still available, so charter members of the First CALL program will continue to be funded through next April.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MGT4OF76LFCLJFCR3L5MFITDXA\">Meanwhile, at least four cities have expressed interest in participating: Beachwood, Orange, Pepper Pike and Solon.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LSZOFIQVFNGI3PLSRNLG5C3U7Y\">That will require additional funding.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Q64IX3SX7BAU3ITASVOYTKTWLE\">Cuyahoga County officials may already have identified about $3 million in funding to &#8220;encourage other communities to take this initiative,&#8221; Carroll said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UKBVJAGWKRHDBIRNH2TM6L7WLE\">Shaker City has already submitted grant applications for all nine municipalities, but additional funding will continue to be sought, as the city has done for years.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EQFTDS3GVNCMPC2HQX27AJEPGA\">&#8220;This is a throwback to Mr. Shaker&#8217;s hat for developing a successful program and the county is seeing the results,&#8221; Carroll said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7PYDBB3H6VBLVB4U6ZQHOQWUBQ\">A smaller number of communities have expressed interest in signing on. They haven&#8217;t fully committed yet, but some are closer than others.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"E3RH5JMYRBDLFCOKEUAXTTVIXE\">In response to a question from Vice Mayor Kim Vixenstine, Carroll said the city&#8217;s insurance company should be able to receive liability coverage for First CALL employees without increasing Shaker&#8217;s premiums.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TP3EEJ3SURDZXHBDGVTG737LHA\">Mr. Bixenstein also suggested checking with the county about the possibility of receiving insurance there.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NE7UZRPM2NG75PWCJXVCRV4HZA\">Carroll said details such as personal liability insurance coverage could be among the terms of the agreement that county grant recipients would handle mutually.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VX5O7NPA5ZBFJP3QAEKF5NWKOU\">Councilor Carmela Williams asked about the need for additional staff due to the expansion.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2ULZXVKCSRGNJGRJB2HHPGF55U\">Based on population and call volume growth, First CALL currently has three teams covering five current cities, with one dedicated solely to Cleveland Heights.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KJNQ2JH3ONA5RJGAKR7WST4JJM\">As it stands, one team is typically assigned to Shaker Heights and University Heights, while the other team handles potential mental health crisis calls in South Euclid and Richmond Heights. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6ACL7OF3CJDQXDFSL5WGDNGIOY\">At least one team of three members must be added to cover the four new members.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RL2AABVDGFDMVNTTRM7AJ2KY3U\">With the exception of Cleveland Heights maintaining its own unit, the remaining three teams will be assigned jurisdictions based on location and call flow.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5FPJTY6XEFHMVDLYMK3JZ6UAYU\">Councilor Tennille Kaus asked about maintaining the management contract temporarily and charging management fees.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AWDIC44LIFB67EWKPD7SZYJ7VU\">Carroll said Shaker could take a nominal fee for handling the program, as Recovery Resources did, but it doesn&#8217;t actually do so.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DHWOA4ARTVAXLLMXT47EHMCK6A\">City Councilor Nancy Moore pointed out that there would be additional costs for Shaker in terms of not only Carroll&#8217;s time but also directing the program and taking on potential responsibilities. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U3S3AF6KGVHYRAYIYLGMTTO7MY\">&#8220;At what point do you think it will cost more? And when do you think it&#8217;s appropriate to start looking at overhead costs to the city?&#8221; Moore asked.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WYF3YH6PJBE4LMGPVIYWOTF6A4\">Carroll said it&#8217;s a personal effort from John Potts, the city&#8217;s finance director, and William Ondry Gruber, the city&#8217;s law director.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FOI2CHCC5ZE7ZBVCSD5QPJ3OCQ\">\u201cAnd to be clear, all costs are currently covered by grants, so there are no direct resources for the city other than some \u2018in-kind services,\u2019\u201d Carroll said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KUW4ILXEZZGJJK7M53C7NORVZI\">Councilman Peter Chengelis questioned a previous proposed agreement with Chagrin Valley Dispatch regarding possible oversight of the First Call program.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"F5PL4EGWKFESFAHBIQZX3EW6ZI\">\u201cWe had a contract that Congress gave us the power to do, but ultimately we couldn\u2019t get it done,\u201d Carroll said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CNZ7HM3ETZATBMUXKWZGQVFG7Q\">Councilman Sean Malone asked if Chagrin Valley Dispatch would be prepared to take on the role of First CALL at a later date.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EQFJ6LHVPRHJVNPESOXZNAGZ3E\">&#8220;We couldn&#8217;t get the insurance policy right,&#8221; Carroll said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GN4SDCMFLVHB7K6246AEVM64SI\">&#8220;I don&#8217;t know if we&#8217;ve given up on that idea forever, but we have to take action because our recovery resources are gone.&#8221;<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HC6W43LAFJBLZMLDICSL7272K4\">Other candidates could include &#8220;federally qualified health centers&#8221; and mental health providers operating throughout the city.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SLX4OETHRRAVLMDU54IKS7LWEI\">While it seemed easy enough for Recovery Resources in terms of liability, Mayor David Weiss said some of the later suitors didn&#8217;t seem to know much about First Call.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N55MYWBJWZFJLA3MBTVMAWHPMI\">&#8220;I think we&#8217;ll get there. It&#8217;s just going to take a little bit more time to educate them,&#8221; Weiss said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MZ6O574RJNCAHII7VERRQCWI3A\">Expressing concerns about First CALL&#8217;s potential for &#8220;mission creep,&#8221; City Councilman Orlando Alvarez called for a future work session to delve deeper into the program&#8217;s original intent.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3XCCW6BBNVBJFFQSMVNM5NUMAM\">\u201cObviously, this is a flagship and a beacon for the community, as best illustrated by the desire of other municipalities to participate and be involved,\u201d Alvarez said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KPVNMUKJ7BA5BACKRXJ27NHZD4\">At the same time, he expressed concern about &#8220;what the big picture and strategy is beyond services to our city&#8221; and the financial burden beyond that.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XGOKZSMHVRFFRJWKBG44ZWCZKQ\">Carroll said the main objective remains to find a permanent partner to operate it.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DX7JZCITZFCDZP7YLROVDKMFNI\">If that doesn&#8217;t work, Malone asked about creating a Council of Governments (COG), as was done at the former Heights-Hillcrest and Chagrin Valley dispatch centers.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JTUZD3J6KFCCZIRAILF6X4UEU4\">Gruber did not rule out that possibility, but noted that the process would be more complex and add cost.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LMQBRY7Y7JCGBEQGXDAOSIKRRY\">Weiss said the goal remains to hand over management of the program to a nonprofit or other third party if it reaches a point of &#8220;critical mass.&#8221;<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PREQD6FKIFDLNHJI3ZX5KAEGMY\">\u201cWe always needed to raise money,\u201d Weiss said. \u201cAnd all cities know that if there is a shortfall, the cost share will be guided through a formula.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"POQXJMWT3NHMBHRRZFVESBPPVQ\">While Weiss called the transition purely a &#8220;stopgap measure,&#8221; Alvarez noted that hiring more city employees would increase potential liability risks.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7A2VIKCDYFEAJNYY3RYSTJ4A6E\">Bixenstein said he hopes the liability issue will be resolved within the next few months.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QIX4EUDUYRBGBPOPWJNOV7ZCFQ\">\u201cI think we all agree that this is a very important and valuable program that we want to continue,\u201d Bixenstein said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FCE4355AJZAY3LAEHW7WC5WE5A\">\u201cWe have a great need and a great interest.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GNDT5RYQIRDB5D3X2LYN6ES5OE\"><i>read more <\/i><i>Sunpress<\/i><i>.<\/i><\/p>\n<\/div>\n<p>#call #Shaker #Heights #temporarily #oversee #mental #health #response #program<\/p>\n","protected":false},"excerpt":{"rendered":"<p>SHAKER HEIGHTS, Ohio &#8212; A promising community mental health crisis response program is expected to expand, with the city of Shaker Heights taking over management duties, at least temporarily.
